I have to admit that I haven't seen too many Stooges shorts yet, but I've seen enough to form this opinion: The quality of a given short has less to do with who the third Stooge is than with the quality of the writing. I've seen both good and not-so-good shorts with Curly, Shemp and Joe. (I haven't seen much good stuff with Curly-Joe, but that's another story.)
Joe gets a lot of badmouthing from fans, but this short is a good indication that the usually low quality of the 1957-58 shorts wasn't all his fault. This one isn't great in the writing department (just good), but in it Joe does pretty well at fitting in as a Stooge with the other two (rather than being pitted against them as in, say, "Flying Saucer Daffy"). He takes his share of the slapstick, and he doesn't lapse into his "sissy" persona too much.
